The Obama Administration recently announced the National Export Initiative
(NEI), which is the Administration’s plan to reform the U.S. export control
system. The plan includes four key proposed changes. First, the Administration
plans to create a single export control list, rather than the two-track (State
Department’s USML and the CCL) approach that is currently employed. Second,
the Administration hopes to establish a single licensing agency, which would have.....
The Obama Administration recently announced the National Export Initiative
(NEI), which is the Administration’s plan to reform the U.S. export control
system. The plan includes four key proposed changes. First, the Administration
plans to create a single export control list, rather than the two-track (State
Department’s USML and the CCL) approach that is currently employed. Second,
the Administration hopes to establish a single licensing agency, which would have
jurisdiction over all exports, in an effort to streamline the license review process
and ensure consistent licensing decisions. Third, the Administration hopes to
coordinate enforcement with all of the current agencies enforcing export controls,
as well as with the intelligence community. Fourth, the Administration hopes to
implement a single unified information technology (IT) infrastructure to increase
efficiency.
These reforms are in their infant stages. If they come to fruition, however, they
will undoubtedly have a significant impact on all exporters.
